Vladimir Matsnev (1924-2023) was an outstanding communications scientist.
He was born on August 19, 1924, in the village of Ilovai-Rozhdestvenskoye, Khobotovsky District of the Tambov Region. He was a participant of the Great Patriotic War. In 1951, Matsnev graduated with honors from the Moscow Electrotechnical Institute of Communications. Then he worked at the Moscow Main Post Office, at the Central Research Institute of Communications, defended his PhD thesis. In 1961, he was transferred to work in the Main Directorate of Postal Communications of the USSR Ministry of Communications and was appointed a Deputy Head of the Main Directorate of Postal Communications, some time afterwards – the Head of the Main Directorate of Postal Communications.
In 1979, V. Matsnev was appointed the First Deputy Minister of Communications of the RSFSR. The main tasks in his work were the creation and development of the production base, introduction of equipment for rural telephone communications and broadcasting facilities, upgrading of facilities of area communication centers, replenishment of enterprises with mechanisation and transport facilities.
V. Matsnev is the author of numerous scientific publications and the Postal Communications handbook, one of the developers of the Federal Law On Postal Communications, the code of postal services, a set of normative legal acts to ensure the safety of postal items and money. With his participation, six textbooks were prepared and published for higher and secondary specialized educational institutions for training specialists of the communications industry.
