On January 12, a postage stamp dedicated to the 75th Birth Anniversary of statesman Valery Bugaenko will go into postal circulation in the Outstanding Communications Men of Russia series

V. Bugaenko graduated from the Kharkov Higher Military Command and Engineering School, the F.E. Dzerzhinsky Military Artillery Academy with a degree in “radio engineering complexes for space communications,” and advanced courses at the Military Academy of the General Staff of the Armed Forces of the Russian Federation. He served in the Strategic Missile Forces and the Military Space Forces of Russia in various engineering and command positions related to the organization of communications and the control of communications spacecraft.

Since 2000, V. Bugaenko worked at the Ministry of Communications and Information Technology (a deputy head, the head of the department for communications and information technology supervision). Since 2004, he headed the Federal Service for Supervision of Communications. He was one of the drafters of the Communications Act. In 2007, Valery Bugaenko was appointed head of the Federal Communications Agency (Rossvyaz).

Under the direction of V. Bugaenko, a reform of the state supervision system in the field of communications and information technology was carried out. The development of Russian electrical and postal networks was in progress, and a modern telecommunications infrastructure was under construction as part of the implementation of federal target programs.

On January 15, four postage stamps dedicated to the Palekh lacquer miniature will go into postal circulation in the Decorative and Applied Arts of Russia series

The Palekh miniature is a Russian folk art craft that originated in the village of Palekh in the Vyazniki District of the Vladimir Province (presently, the Palekh District of the Ivanovo Region). Lacquer miniatures are painted with tempera on papier-mâché. Commonly, boxes, caskets, pouches, brooches, paintings, ashtrays, tie clips, needle cases, and other items are painted. Palekh had been famous for its icon painters before Peter the Great (along with Mstiora and Kholui icon painters). Palekh icon painting reached its peak in the 18th - early 19th centuries.

In 1918, artists established the Palekh Artistic Decorative craft cooperative, which specialized in painting on wood. The founders of the Palekh style were Ivan Golikov and Alexander Glazunov. The masters assimilated the new material and adapted to it the traditional tempera painting technique and stylistic conventions of images of ancient Russian icons.

In 1928, a vocational school of ancient painting opened in Palekh. In 1935, the school was transformed into an art technical school. In 1936, the technical school transferred to the All-Union Committee for the Arts and was renamed the Palekh Art School named after M. Gorky.

Typical subjects of the Palekh miniatures are taken from everyday life, literary works by classical authors, fairy tales, epics, and songs. A number of compositions are based on the traditions of classical art. The works are usually painted with tempera paints on a black background and decorated with gold.

Naberezhnye Chelny is a city of republican significance in Tatarstan. It is located in the northeast of the republic on the left bank of the Kama River, the Chelny River, and the Nizhnekamsk Reservoir. It is a major industrial center and the second most populous city in Tatarstan.

The largest enterprise in the city is the KAMAZ group of companies. It manufactures trucks, trailers, buses, electric buses, special-purpose vehicles, engines, and power units.

There are factories in operation that produce metal pipes and piles (Naberezhnye Chelny Pipe Plant TEMPO), lifting equipment (Naberezhnochelninsky Crane Plant), electrical installation products, power line supports (Electrical Installation Products Plant, a branch of Tatelektromontazh), electrical equipment for dump trucks, excavators, and electric transport (Transport Electrical Equipment Plant), and others.

The city has the Nizhnekamsk Hydroelectric Power Plant and the Naberezhnochelninskaya Thermal Power Plant. The Orlovskoye oil field is located in the city's industrial zone.

On January 27, a souvenir sheet dedicated to the 200th Birth Anniversary of Mikhail Saltykov-Shchedrin, a writer and a statesman, will go into postal circulation

Mikhail Saltykov-Shchedrin (1826–1889) was a Russian writer, one of the most famous satirical writers of the 19th century, a publicist, and a statesman.

Mikhail Saltykov-Shchedrin received his early education at home. At the age of 10, he went to study at the Moscow Institute for Nobles, where he proved himself one of the best students. In 1838, he was admitted to the Tsarskoye Selo Lyceum. In 1845, he entered the service of the Military Minister's office, where in 1847 he was appointed assistant secretary.

One of his first novels, A Tangled Affair, brought down anger on him of the authorities, and in 1848, he was exiled from the capital to Vyatka (now Kirov) for “freethinking”. There, the writer spent seven years working for the provincial administration. He was forbidden to engage in literary activity, so he did translations, read a lot, and gave lessons to the daughters of the Vyatka vice-governor A. Boltin - he compiled a Brief History of Russia for them. During his years of exile, he got to know provincial life in depth and saw its most gloomy aspects, which were reflected in many of the writer's satirical works. It was only in 1855, after the death of Nicholas I, that he managed to leave the Vyatka Province.

In 1856, he entered the service of the Ministry of Internal Affairs as a special duties officer. In the same year, he returned to literary activity and began to publish his writings in various St. Petersburg magazines under the pseudonym Nikolai Shchedrin.
