On September 3, a postage stamp dedicated to the Dymkovo toys will go into postal circulation in the Decorative and Applied Arts of Russia series
Dymkovo toys are one of the oldest folk clay artistic craftwork. It originated more than 400 years ago in the commercial settlement of Dymkovo (presently, one of the districts of the city of Kirov). These bright funny figures, as if painted by a child's hand, have become a recognizable symbol of Russian national culture.
The appearance of such toys is associated with spring holiday Svistunya (Whistler Girl), for which the female population moulded clay whistles. The most common subjects were nannies with children, water carrier girls, rams with golden horns, turkeys, roosters, reindeer, young men, skomorokhs, and barinas. Traditionally, in order to create a toy, use was made of Vyatka bright red clay, which was mingled with fine brown river sand. After that, it was dried and fired in a hot burning-in oven. The festive look was created by painting patterns on a chalky white background in the form of geometric ornaments based on various compositional schemes: cells, stripes, circles, dots with a contrasting color scheme of red, yellow, blue and green.
In the old days, toys were painted with tempera colors mixed with eggs and kvass, using sticks and feathers instead of brushes. Then they were covered again with a whipped egg, which imparted luster and brightness to faded colors. Today, aniline dyes and soft saber-hair brushes are used for painting. The decoration of the toy is completed by dicing made of mosaic gold or gold leaves glued on top of the pattern.
The stamp shows a composition of several characters traditional for Dymkovo toys.

On September 5, two postage stamps dedicated to the creative work of painter A. Rubtsov will go into postal circulation in the framework of the Joint Issue of the Russian Federation and the Republic of Tunisia
Alexnder Rubtsov (1844-1949) was a painter, a graphic artist and a publicist whose work belongs simultaneously to Russian, French and Tunisian cultures. The artist painted portraits, landscapes and genre pieces.
Alexander Rubtsov was born on January 24, 1884, in St. Petersburg. In 1893-1898, he studied painting and drawing at the school of the Society for the Encouragement of Arts, and in 1904-1912 he did so at the Higher Art School of Painting, Sculpture and Architecture under the Imperial Academy of Arts in the classes of K. Makovsky and I. Repin. In 1912, his painting Interior of the Empire Style won the Grand Prix at the academic competition, and Rubtsov received the title of artist and the right to travel abroad for four years. Having visited several countries (France, Spain, Morocco, Germany, England), on April 1 of 1914 he arrived to Tunisia and took a travel through the Tunisian south.
In 1920, A. Rubtsov for the first time took part in the Tunisian Salon, where he presented 122 works. A number of his paintings were purchased by the Tunisian state. In 1944, he published his album Streets of Tunisia that comprised 45 of his artworks. A. Rubtsov was awarded the Tunisian Order of Honor and the Order of the French Academy of Arts (1924).
The postage stamps present A. Rubtsov's painting Self-Portrait (1919, private collection of Mehdi Duss) and a fragment of his painting In the Living Room (early 20th century, Ilya Glazunov Gallery); the margins provide a facsimile of the artist and two of his paintings: Beni Khiar, 1919 and View over Sidi Bou Said, 1914 (both are in the private collection of Medhi Duss).

On September 6, a postage stamp dedicated to the 200th Birth Anniversary of Pyotr Alabin, a government leader, a public personality and a writer, will go into postal circulation
Pyotr Alabin was an outstanding political leader, a public personality, a historian, an archaeologist, a military writer, a local historian and a botanist, a full State Councilor, a mayor of Samara, and an honorary citizen of Samara, Vyatka and Sofia.
He was born on September 4 (16) of 1824 in the town of Podolsk of the Moscow Province. In 1843-1857, he was in military duty. During that period, he participated in the Hungarian campaign of the Russian army in 1849, the Danube campaign in 1853, in the Battle of Oltenitza in 1853, as well as in the defense of Sevastopol during the Crimean War of 1853-1856. Later in 1869, P. Alabin came up with the idea of establishing the Museum of Sevastopol Defense (nowadays, the Museum of the Black Sea Fleet).
After completing his military service in 1857, he came to the city of Vyatka, where he was first an assistant manager of the Vyatka appanage office and then the manager. On his initiative, on January 22, 1866, the Vyatka Public Museum was inaugurated.
Then he lived in Samara and served as the manager of the Chamber of Government Property. In 1876, the citizens of Samara supported the struggle of the Bulgarian people for independence against Turkish rule. P. Alabin initiated the development of the famous Samara Banner, which today is a symbol of the unity of the Slavic peoples during the Russo-Turkish War of 1877-1878. The banner was manufactured and embroidered by the nuns of the Iberian Monastery, and on May 6 of 1877, it was handed over to Bulgarian militiamen personally by Pyotr Alabin. After the Bulgaria liberation in 1878, he was the first civil governor of Sofia. One of the central streets of the Bulgarian capital is named after him.
Soon after his return to his homeland in 1884, P. Alabin was elected the Mayor of Samara, and stayed in this position until 1891. He took his place in history as one of the most successful Samara mayors. During his governing, gardens and parks were arranged well, a library was upgraded, a water supply system was built, a theatre was opened and a museum was founded.
The postage stamp provides a ceremonial portrait of Pyotr Alabin against the background of the panoramas of the cities of Samara and Sofia.

On September 12, four stamps dedicated to Kalashnikov assault rifles will go into postal circulation
The Kalashnikov Corporation is the largest manufacturer of combat automatic weapons and the leader of the Russian small arms industry: it accounts for 95% of small arms production in Russia.
M. Kalashnikov presented his first models of a submachine gun, a handgun and a semi-automatic carbine during the Great Patriotic War. In 1947, he designed the AK-47 assault rifle for the 1943 model cartridge, which successfully passed all tests.
75 years ago, on June 18 of 1949, following the Decree of the USSR Council of Ministers No. 2611-1033ss, the Soviet Army adopted the 7.62 mm Kalashnikov assault rifle (AK), which went down in history as the AK-47.
The Kalashnikov assault rifle is registered in the Guinness Book of Records as the most widespread small arms in the world: the total production of all modifications is estimated at more than 100 million units; it is in service with the armies and Special Forces of 106 countries.
Today, the Kalashnikov Corporation produces the assault rifle of the fifth generation, the AK-12, which was introduced into service in 2020.

On September 13, a souvenir sheet dedicated to the 100th Anniversary of the Kirillo-Belozersky Historical, Architectural and Art Museum-Reserve will go into postal circulation
The museum was established in 1924 in the walls of the closed Kirillo-Belozersky Monastery as a branch of the Cherepovets District Provincial Museum. In 1926, it became an independent institution. By the decision of the Council of Ministers of the RSFSR, in 1968, the museum received a new status and name: the Kirillo-Belozersky Historical, Architectural and Art Museum-Reserve. In 1997, by the Decree of the President of the Russian Federation, the Kirillo-Belozersky Museum-Reserve was included in the State Code of Especially Valuable Objects of Cultural Heritage of the Peoples of the Russian Federation. In 2000, the Museum's branch, the Museum of Dionisius Frescoes, was registered in the UNESCO World Heritage List.
The Museum collection holds more than 86.5 thousand museum items, of which nearly 70 thousand belong to the main collection. Every year, the museum opens more than 60 expositions and exhibitions, holds scientific conferences, and is actively involved in monuments restoration works.

On September 16, a postcard with a commemorative stamp dedicated to the 100th Birth Anniversary of Vladimir Pikalov, a military commander, a Hero of the Soviet Union, will go into postal circulation in the History of the Armed Forces of Russia series
Vladimir Pikalov (1924-2003) was the Chief of Chemical Corps of the Ministry of Defense of the USSR, a Colonel-General, and a Hero of the Soviet Union.
He was born on September 15 of 1924 in Armavir of the Krasnodar Territory. In February of 1942, he graduated from the Rostov Artillery School and from March of the same year, he was already at war on the fronts of the Great Patriotic War.
In 1952, Vladimir Pikalov graduated from the K.E. Voroshilov Military Academy of Chemical Defense. He served as the Chief of the Chemical Service of a motorized rifle division; from 1954, he was a senior combat training officer of the District Headquarters; and from 1962, the Chief of Chemical Corps of the Baltic Military Region. In 1968, he graduated from the Military Academy of the General Staff of the Armed Forces of the USSR. In 1968-1969, Vladimir Pikalov was a Deputy Head of the Military Academy of Chemical Defense. In 1969, he was appointed the Head of Chemical Corps of the Ministry of Defense of the USSR. He re-equipped the troops with new equipment and weapons.
The most heroic page in his biography is the elimination of the consequences of the Chernobyl disaster. By the Decree of the Presidium of the Supreme Soviet of the USSR of December 24, 1986, Colonel-General Vladimir Pikalov was awarded the title of Hero of the Soviet Union with presentation of the Order of Lenin and the Gold Star medal for courage and selfless work during the mitigation of the Chernobyl NPP accident and elimination of its consequences.
The commemorative stamp provides images of warriors of different times; the main illustration features a portrait of Vladimir Pikalov against the background of the destroyed reactor of the fourth nuclear power unit of the Chernobyl nuclear power plant.

On September 20, a postage stamp dedicated to the 150th Birth Anniversary of Nikolai Semashko, a physician and a statesman, will go into postal circulation
Nikolai Semashko (1874-1949) was a Soviet party and state leader, a physician, and one of the initiators of the health care system in the USSR (often referred to as the Semashko model or system). He was an Academician of the Academy of Medical Sciences of the USSR (1944) and of the Academy of Pedagogical Sciences of the RSFSR (1945).
Nikolai Semashko was born on September 8 (20) of 1874 in the Yeletsk Uyezd of the Orel Province (currently the Lipetsk Region). In 1891, he graduated from the Yeletsk men's gymnasium and entered the Faculty of Medicine of the Moscow University. In 1901, he graduated from the Faculty of Medicine of the Kazan University and worked as a doctor in the Orel and Samara Provinces.
After the October Revolution, N. Semashko was the Head of the Medical and Sanitary Department of the Moscow City Council. Under his leadership, work was carried out to combat epidemics and the foundations of Soviet health care were laid down; he established systems of maternal and infant health care, child and adolescent health care, and a network of medical research institutes.
In 1921-1949 Semashko was a Professor, the Head of the Department of Social Hygiene of the Faculty of Medicine at the Moscow University (since 1930, it is the 1st Moscow Medical Institute). From July 11 of 1918 to January 25 of 1930, he was a People's Commissar of Healthcare of the RSFSR. On N. Semashko's initiative, on July 26 of 1930, the State Central Institute of Public Dining of the People's Commissariat of Healthcare of the RSFSR was established (presently the Research Institute of Nutrition of the Russian Academy of Medical Sciences).
In 1945-1949, N. Semashko was the Director of the Institute of School Hygiene of the Academy of Pedagogical Sciences of the RSFSR and, at the same time, of the Institute of Health Care Organization and History of Medicine of the Academy of Medical Sciences of the USSR (since 1965, the N.A. Semashko National Research Institute of Social Hygiene and Health Care Organization).

On September 24, a postage stamp dedicated to unmanned aviation systems will go into postal circulation in the National Projects of Russia series
On January 1, 2024, Russia launched the Unmanned Aviation Systems (UAS) National Project. The project defines the strategy for the development of unmanned aviation for the period until 2030-2035. The use of drones will make it possible to supplement or replace traditional business processes and solve production tasks with better efficiency.
Quadcopters are used in warfare, energy engineering, oil and gas industry, construction, urban management, transport and logistics, agriculture, geodesy and remote sensing.
According to the Ministry of Industry and Trade, currently, the share of domestic drones on the Russian market makes about 24%. By 2030, the share of Russian drones should run up to 70%, and the total number of drones should rise from 12,000 to 32,500.

On September 25, a postage stamp dedicated to Artur Chilingarov will go into postal circulation in the Cavaliers of the Order “For Merit to the Fatherland” series
Artur Chilingarov (1939-2024) was an ocean scientist, an explorer of the Arctic and the Antarctic, a Hero of the Soviet Union and a Hero of the Russian Federation. Chilingarov was a Doctor of Geographical Sciences (2001), a professor, a Corresponding Member of the Russian Academy of Sciences (2008) and the Russian Academy of Natural Sciences (1994). He was a Deputy of the State Duma of the Federal Assembly of the Russian Federation of several convocations and a member of the Federation Council of the Federal Assembly of the Russian Federation (2011-2014). Artur Chilingarov was awarded the Order For Merit to the Fatherland, 2-nd, 3-d and 4-th grades (2019, 2007, 2014).
In 1969-1971, he headed high-latitude scientific expedition North-21, was the chief of drifting stations North Pole-19 and North Pole-22. On September 20, 1970, accompanied by V. Grishchenko, he made the world's first underwater dive at the North Pole.
The Decree of the Presidium of the Supreme Soviet of the USSR of February 14 of 1986, awarded Artur Chilingarov the title of Hero of the Soviet Union with presentation of the Order of Lenin and the Gold Star medal for exemplary performance of the task to free the Mikhail Somov research vessel from the Antarctic ice, skillful management of vessels during rescue operations and drifting, and courage and heroism displayed in so doing.
In 1990, he was elected President of the Association of Soviet Polar Explorers (presently, the Association of Polar Explorers of Russia).
In summer of 2007, Artur Chilingarov headed the Arctic-2007 High-Altitude Arctic Deep-Water Expedition. For courage and heroism displayed under extreme conditions and for successful completion of the High-Altitude Arctic Deep-Water Expedition, the Decree of the President of the Russian Federation of January 9, 2008, awarded him the title of Hero of the Russian Federation with presentation of the Gold Star medal as a special insignia.

On September 26, a postage stamp dedicated to the 175th Birth Anniversary of Ivan Pavlov, a scientist and a physiologist, will go into postal circulation in the Nobel Prize Winners series
Ivan Pavlov (1849-1936) was a scientist, a physiologist, the founder of the science of higher nervous activity and of a physiological school; he was the Nobel Prize winner (1904) ‘for his work on the physiology of digestion’, an Academician of the Imperial St. Petersburg Academy of Sciences (1907) and a full State Counsellor.
Pavlov was born on September 14 (26) of 1849 in Ryazan. He entered the Natural Department of the Faculty of Physics and Mathematics of the St. Petersburg University. In 1876-1878, he worked at the Department of Physiology of the Veterinary Department of the Medical and Surgical Academy, where he performed a number of works on the physiology of the blood circulation. In 1878, in the clinic of Sergei Botkin, he started research on the physiology of digestion, which lasted more than 20 years. By 1890, the I. Pavlov’s works were recognized by scientists all over the world. During this period, he achieved outstanding results in the study of the physiology of blood circulation and digestion, as well as in the development of some topical issues of pharmacology.
In 1890, I. Pavlov was elected professor and the Head of the Department of Pharmacology at the Military Medical Academy. From 1891, he was in charge of the Physiological Department of the Institute of Experimental Medicine; and from 1895 to 1925, he simultaneously headed the physiological research at the Academy. At the Institute of Experimental Medicine, Pavlov carried out his classic works on the physiology of the main digestive glands, as well as a significant part of his work on conditioned reflexes.
