Emissions of state valuable postal matter in September

On September 2, a stamp dedicated to the 400th Anniversary of Lyubertsy of the Moscow Region will go into postal circulation

Lyubertsy is a city of regional subordination in the Moscow Region of Russia, the administrative center of the Lyubertsy Urban District.

The status of a town was granted to Lyubertsy in 1925; in 1934, the working settlements of Panki, Podosinki and the dacha community of Mikhelson were merged into Lyubertsy.

In 2016, the urban settlements of the Lubertsy District (Lyubertsy, Kraskovo, Malakhovka, Tomilino and Oktyabrsky) were integrated into a single urban district of Lyubertsy.

Today, there are about 25 industrial enterprises operating in the city. The most widely represented branches of economy are mechanical engineering and metalworking, production of construction materials, woodworking and food industry.

Besides, there are many places of interest in the Lubertsy District. Among them there are the Monument to Soldiers-Internationalists, the Bykovo Estate, the Church of the Vladimir Icon of the Mother of God, the Nikolo-Ugreshsky Monastery and the Church of the Transfiguration of Our Lord.

On September 6, three stamps dedicated to hydrofoil vessels of the new generation Valdai, Meteor and Kometa will go into postal circulation

At present, JSC Alekseev Central Hydrofoil Design Bureau produces vessels of a new generation that combine the best traditions of the Soviet design school and innovative engineering and technical solutions.

Valdai-45R is designed for high-speed river transportations during daylight hours. It seats up to 45 passengers and 2 crew members and is capable of covering up to 550 km at speeds of up to 75 km/h.

Meteor-120R is designed for high-speed river transportations, it accommodates up to 120 passengers and 4 crew members. The vessel can cover up to 600 km at a time.

Kometa-120M is designed for high-speed sea transportations; its maximum speed is 35 knots (about 65 km/h). A total of 129 passengers can be transported in two dayrooms: 95 persons in the main dayroom and 25 people in the comfort cabin. The crew consists of five persons.

Hydrofoil vessels Valdai-45R and Meteor-120R operate on routes in various regions of the country: St. Petersburg, Nizhny Novgorod and Samara Regions, the Republic of Sakha, Tatarstan, Chuvashia, and Khanty-Mansi Autonomous Area. The Kometa-120M hydrofoil vessels operate on the Black Sea on routes from Sevastopol to Yalta and from Novorossiysk to Gelendzhik and Sochi.

The postage stamps provide images of hydrofoil vessel Valdai-45R against the background of the embankment in Nizhny Novgorod, Kometa-120M in Sevastopol and Meteor-120R in St. Petersburg.

On September 8, an envelope with a commemorative stamp dedicated to the liberation of Donbass from Nazi invaders will go into postal circulation in the On the 80th Anniversary of Victory in the Great Patriotic War of 1941-1945 series

The Donbass offensive operation (August 13 – September 22 of 1943) was carried out by the troops of the South-Western Front under the command of Army General R. Malinovsky and the Southern Front under the command of Colonel-General F. Tolbukhin with the support of the Azov Flotilla.

On September 8, 1943, the capital of Donbass, Stalino (presently Donetsk), was liberated. The results of the operation were the advance of Soviet troops for up to 300 km, the completion of the liberation of Donbass (including the cities of Donetsk, Taganrog, and Mariupol) and ingress to the Dnieper. Thirteen divisions of the South Group of the Nazi Army were defeated.

The commemorative stamp provides an image of the emblem of celebration of the 80th Anniversary of Victory in the Great Patriotic War of 1941–1945; the main illustration features the Monument to the Liberators of Donbass in Donetsk against the background of a battle map.

On September 11, a stamp dedicated to the contemporary commercial fleet of Russia will go into postal circulation

The year of 2023 is marked by an important date in the history of the shipping industry of our country: the 50th Anniversary of the beginning of commercial operations of the maritime fleet of Russia on bare-boat chartering of foreign tonnage with subsequent redemption of vessels into the ownership of the state. On March 22 of 1973, Alexey Kosygin, the Chairman of the Council of Ministers of the USSR, agreed upon the conduct of the stated commercial operations of the Soviet marine fleet on the international freight market. That decision that was innovative under the conditions of the planned Soviet economy gave an additional impetus to the development of the trading marine fleet of our country.

The first vessels acquired under the new scheme were two dry bulk carriers - Sovfracht and Sovinflot - with a deadweight of about 40,000 tons each. Sovcomflot became the first domestic shipping company established in accordance with international standards and the global practice. The company operates vessels that at various times were the hallmark of the SCF and presently form the backbone of its fleet. In March 2017, the Yamalmax-class LNG tanker jointed the fleet.

On September 12, a stamp dedicated to the 100th Birth Anniversary of Vladimir Kudryavtsev, a legal scholar, will go into postal circulation in the Outstanding Lawyers of Russia series

Vladimir Kudryavtsev (1923-2007) was a Soviet and Russian legal scholar, a specialist in criminology and criminal law, Doctor of Law, Professor, an Honored Scientist of the RSFSR (1973), an Academician of the USSR Academy of Sciences (1984), and an Academician of the Russian Academy of Sciences (1991).

In 1944-1949, he studied at the Military Law Academy. In 1952, he defended his PhD thesis themed The Problem of Causality in the Soviet Criminal Law.

In 1963, he defended his doctoral thesis upon the subject of Theoretical Bases of Qualification of Crimes, then he was assigned to work in the USSR Prosecutor's Office as a Deputy Director of the All-Union Institute for the Study of Causes and Development of Crime Prevention Measures under the USSR Prosecutor's Office.

Since 1965, Kudryavtsev was a Professor of Criminal Law, and since August of 1969, he headed the Institute. From 1973 to 1989, he was the Director of the Institute of State and Law of the USSR Academy of Sciences and a Vice-President of the USSR Academy of Sciences (RAS) for Social Sciences in 1988-2001.

On September 13, an envelope with a commemorative stamp dedicated to the 100th Birth Anniversary of Zoya Kosmodemyanskaya, a Hero of the Soviet Union, a reconnaissance operative, will go into postal circulation in the On the 80th Anniversary of Victory in the Great Patriotic War of 1941-1945 series

Zoya Kosmodemyanskaya (1923-1941) was a Red Army soldier of the subversive reconnaissance group of the Western Front headquarters, the first woman to be awarded the title of Hero of the Soviet Union (posthumously) during the Great Patriotic War

Zoya Kosmodemyanskaya's group received a combat assignment to burn 10 settlements within a week. The task was to be carried out within the framework of the order of the Supreme High Command to burn settlements in the occupied territory.

Kosmodemyanskaya managed to fulfil only a part of the combat order, having organized the arson of three houses with sleeping German soldiers going to the front, as well as destroyed their transport and horses. During the second arson attempt, the alarm was raised and Kosmodemyanskaya was arrested. She was tortured after having been captured and finally executed by hanging.

Zoya Kosmodemyanskaya became one of the symbols of heroism of the Soviet people in the Second World War.

On September 20, a stamp dedicated to the Zaporozhye Region will go into postal circulation in the Regions of Russia series

The Zaporozhye Region is a region of the Russian Federation located in the south of the country, in the lower reaches of the Dnieper River. The temporary capital is Melitopol. Large cities are Berdyansk, Energodar, and Tokmak.

The Region has well-developed ferrous and non-ferrous metallurgy, machine building (including electrical, aviation and automotive engineering), energy engineering (the Europe’s largest Zaporozhskaya NPP), chemical and petrochemical sectors, food and light industries, agriculture, and pharmaceutical production.

The postage stamp provides images of the Monument to Marine Troopers in Berdyansk, a Victory Arch in Melitopol and the Zaporozhskaya NPP.

On September 20, an envelope with a commemorative stamp dedicated to the 100th Birth Anniversary of Aleksander Koldunov, a Marshal of the Air Force, a Twice Hero of the Soviet Union, will go into postal circulation in the On the 80th Anniversary of Victory in the Great Patriotic War of 1941-1945 series

Alexander Koldunov (1923-1992) was a Soviet military leader and a statesman, the Air Chief Marshal of the USSR, a Twice Hero of the Soviet Union, the most effective ace among those who fought on Yak fighters.

Since May of 1943, Koldunov was at the front as a pilot of the 594th Assault Aviation Regiment. He won his first victory on June 21, 1943, over the Seversky Donets River. He mostly distinguished himself in such military operations as the Battle for the Dnieper, liberation of the Right-Bank Ukraine, the Jassy-Kishinev operation, the Budapest operation, liberation of Austria, Bulgaria, Czechoslovakia, Hungary, Romania and Yugoslavia.

By early May of 1944, Captain Koldunov, a squadron commander of the 866th Fighter Aviation Regiment of the 288th Fighter Aviation Division of the 17th Air Army of the 3rd Ukrainian Front, made 223 mission sorties, conducted 45 air battles, shot down 15 enemy planes personally and 1 plane in a group. In total, during the war years, Koldunov made 412 combat sorties and conducted 96 air battles.

Since November of 1970, Aleksander Koldunov was the Commander of the Moscow Air Defense District. Since July 28, 1978, he was the Commander-in-Chief of the Air Defense Forces of the USSR. On October 31, 1984, Alexander Koldunov was promoted to the rank of Air Chief Marshal.

On September 21, a postcard with a commemorative stamp dedicated to the 100th Birth Anniversary of Vladimir Utkin, a scientist, a designer of rocket and space equipment, will go into postal circulation in the Space Exploration series

Vladimir Utkin (1923-2000) was a Soviet and Russian scientist, a designer, a specialist in rocket and space technology; a Twice Hero of Socialist Labor, a Winner of the Lenin Prize; the Chief Designer and the Head of the Yuzhnoye Design Office, an Academician of the USSR Academy of Sciences (1984).

In 1967, he was appointed the First Deputy Chief Designer and the Head of the Yuzhnoye Design Office; in 1971, the Chief Designer and the Head of the Design Office; and in 1979, he took the position of the General Designer and the Head of the Design Office.

In the capacity of a developer and the leader of research and development, Utkin was directly involved in the development of modern launch vehicles and spacecraft. Under his leadership, four strategic missile systems were developed and put into service, as well as several launch vehicles were designed. The latest development was highly efficient, environmentally friendly Zenit boost vehicle capable of placing 12 tons of payload into the near-Earth orbit, the RT-23 solid-fuel rocket, which was used to equip combat railway missile systems, and highly efficient R-36M strategic missile.

In 1990-2000, Vladimir Utkin was the Director of the Central Research Institute of Mechanical Engineering of the Russian Space Agency.

On September 26, two stamps dedicated to the 125th Birth Anniversaries of Marshals of the Soviet Union Rodion Malinovsy and Matvei Zakharov, will go into postal circulation in the Marshals of the Soviet Union series

Rodion Malinovsky (1898-1967) was a Soviet statesman and military leader, a commander, a Marshal of the Soviet Union (1944).

During the Great Patriotic War, he distinguished himself in the Battle of Stalingrad. The army under the command of Rodion Malinovsky in the interaction with other armies stopped and then defeated Army Group Don of Field Marshal E. von Manstein, who tried to unblock the encircled grouping of F. Paulus near Stalingrad. General Malinovsky's troops liberated Rostov-on-Don and Donbass, participated in the clearing of the Right-Bank Ukraine from the enemy, liberated Odessa, and in coordination with General Tolbukhin's troops defeated the southern wing of the enemy front by encircling 22 German divisions and the 3rd Romanian Army in the Jassy-Kishinev operation.

After the termination of the Soviet-Japanese War in 1945, Rodion Malinovsky commanded the troops of the Transbaikal-Amur Military District. In 1947, he was the Commander-in-Chief of the Far East troops, and then the Commander of the Far Eastern Military District. From March of 1956, he was a First Deputy Minister of Defense and the Commander-in-Chief of the Ground Forces. From October of 1957, Rodion Malinovsky occupied a post of the Minister of Defense of the USSR.

Matvei Zakharov (1898–1972) was a Soviet statesman and military leader, a commander, a Marshal of the Soviet Union (1959).

During the Great Patriotic War, Matvei Zakharov was the Chief of Staff of the 9th Army, the Chief of the Headquarters of the Commander-in-Chief of the North-Western direction, of Headquarters of the Kalinin, Reserve and Steppe, 2nd Ukrainian and Transbaikal Fronts. He successfully developed more than 20 front operations, among them being Belgorod-Kharkov, Korsun-Shevchenkovsky, Jassy-Kishinev, Budapest offensives and others.

After the termination of the War, Matvei Zakharov was the Head of the K. Voroshilov Higher Military Academy. Since January of 1949, he headed the Main Intelligence Directorate, was a Deputy Chief of the General Staff for Intelligence, a Chief Inspector of the Soviet Army, the Commander of the Leningrad Military District, and since November of 1957, he was the Commander-in-Chief of the Group of Soviet Forces in Germany.

On September 27, a stamp dedicated to the Veduchi Resort will go into postal circulation in the Resorts in the North Caucasus series

JSC Marka in cooperation with JSC KAVKAZ.RF continues to issue a series of postage stamps dedicated to the resorts of the North Caucasus.

Veduchi is an all-season tourist and recreational complex located in the Chechen Republic.

It has been in operation since 2018. Basic ski infrastructure facilities have been built: a 850 m long four-seat chairlift with a capacity of 1,200 persons per hour, a 1 km long ski run of the “blue” rank with an artificial snow-making system, a children's park with a conveyor lift, an unsupported ropeway with a training slope and an active recreation service center.

The Veduchi resort is shaping up as an all-season recreation center. The principal innovation was the launch of a bike park for mountain bicycles with two tracks of “green” and “blue’ ranks of complexity. In the 2019/2020 ski season, the resort opened the longest all-season skiing area in the world with the resort's piste equipped with a special surface.

The postage stamp provides an image of the general view of the Veduchi resort and a figure of a skier on an all-season track.

On September 28, a stamp dedicated to springboard diving will go into postal circulation in the Sports series

Springboard diving is a water sport, which implies athletes jumping into the water from various apparatuses: a tower (5-10 m) or a springboard (1-3 m). During the dive, they perform a number of acrobatic exercises (turns, screws, or spins).

Judges at competitions score both the quality of acrobatic elements in the flight and the cleanliness of the water entry; at synchronized diving competitions, they also evaluate the synchronous performance of elements by two competitors.

Combining different elements makes it possible to perform more than 60 diving variations from the springboard and more than 90 variations from the tower. Springboard diving is part of the programs of the World Aquatics Championships and of the Olympic Games.

The postage stamp features two athletes performing a synchronized dive.

On September 29, four stamps dedicated to architectural monuments of the Pskov Region will go into postal circulation in the Cultural Heritage of Russia series

The Pokrovskaya Tower forms a part of the fortress walls of the Okolny city and is a monument of military defense architecture. It was built at the end of the 15th century; the first tier was carved directly in the rock. The tower housed a garrison, which could come out for a hand-to-hand combat with the enemy on necessity.

The Pogankin Chambers is the largest civil building of the 17th century on the territory of ancient Pskov. The chambers is a U-shaped building made of Pskov limestone and consisting of three parts: three-storied, two-storied and one-storied. The enfilade arrangement of the rooms imparts the building an elongated shape.

The Order Chambers is the only administrative building of the 17th century extant in Pskov. It was built in 1692-1695. The layout of the building obeys the structure of the Order Office. The ground floor was divided into central premises, a coffer room with an archive and a well room, where criminals (“wells”) were confined in the 17th century. On the first floor, there were two rooms: the voivode's chamber and the scribes' chamber.

The House of the Priest presents small two-storied chambers with a stone wall-adjacent porch and a tabernacle on the northern courtyard facade. The exact date of construction of the house is unknown, its history dates back to the middle of the 17th century.
