On October 3, a postal block dedicated to the 100th Anniversary of the Kabardino-Balkar Republic will go into postal circulation

The Kabardino-Balkar Republic is a constituent entity of the Russian Federation. It was formed in 1922 as the Kabardino-Balkar Autonomous Oblast and since 1992, it has its modern name the Kabardino-Balkar Republic. It makes part of the North Caucasian Federal District; the capital is the city of Nalchik. The official languages are Kabardinian, Balkarian, and Russian. The population is 870.4 thousand people (2022). The area is 12 thousand sq. km.

The economy of the Republic is based on agriculture (grain crops: wheat, corn, millet; industrial crops: sunflower, hemp; dairy and meat cattle farming) as well as timber logging.

The territory of Kabardino-Balkaria is home to the Prielbrusye (Mount Elbrus) National Park, Kabardino-Balkarian Mountain Reserve and 11 state wildlife areas.

The postal block provides images of the Coat of Arms of the Kabardino-Balkar Republic, the Memorial Arch of Friendship, the Green Theater and the Elbrus Celebration Palace, the Tourist House in Nalchik, the Baksan Hydroelectric Power Plant, natural treasures and the national ornament.

On October 4, a stamp dedicated to the 150th Anniversary of the All-Russian Society of Saving on Waters will go into postal circulation

On April 4 (16) of 1866, on the initiative of Kronstadt sailors, the Society for Helping in Shipwrecks was founded in Russia, chaired by Vice-Admiral Konstantin Posyet.

On March 7 (19), 1872, the first meeting of the Society members took place, and since when this date is considered the day of its establishment. In 1890, the organization was renamed into the Water Rescue Society, and in 1892, it was referred to as the Imperial Russian Water Rescue Society.

The present All-Russian Society of Saving on Waters was reestablished on March 31, 1970. A network of the Society's production enterprises was arranged to set up the production of small-size collapsible swimming pools and emergency rescue equipment.

The World Post Day is celebrated annually on October 9 on the Anniversary of the Universal Postal Union, which was founded in 1874 in Berne.

The objective of the World Post Day is to promote the role of the postal sector in the daily lives of people and companies and its contribution to the social and economic development of the country.

Every year, more than 150 countries around the world hold various events devoted to the World Post Day. In some countries, the World Post Day is a day off. Many countries hold philatelic exhibitions and issue new stamps and their special cancellations. Open days, conferences, seminars and workshops are organized at post offices, centers and museums; as well as cultural, sporting and other recreational activities.

The Supreme Court of the Russian Federation is the highest judicial body for civil cases, cases to resolve economic disputes, as well as criminal, administrative and other cases.

In the procedural forms provided for by the federal law, the Supreme Court conducts the judicial oversight over the activities of courts addressing civil cases, cases to resolve economic disputes, criminal, administrative and other cases as a supervisory-instance court, as well as a court of appeal and cassation within its competence.

The postage stamp provides an image of the building of the Supreme Court of the Russian Federation and the emblem of the organization.

On October 14, a stamp dedicated to the John the Baptist hermitage of the Vvedenskaya Optina stavropigial monastery will go into postal circulation in the Monasteries of the Russian Orthodox Church series

The John the Baptist hermitage is referred to as the "heart of the Optina monastery". It makes a part of the monastery, but the most secretive, living by a special charter. It was founded in 1821. The beginning of pious hermitage in the place, currently occupied by the Optina skete, was launched by schema monk Ioannikii. Six years after his death, hermits moved there from the Roslavl forests. Among them were Elders Moses and Antony, who were entrusted with arrangement of the hermitage.

Since 2005, visiting the hermitage territory is prohibited for women and secular men (apart from the hatched area near the pilgrimage hotel). An exception is made on the feasts of the Cathedral of John the Baptist, the Nativity and the Beheading of John the Baptist, as well as on Easter Monday. The St. Ambrose’s cell in the "hovel" has become a memorial and is open to visitors.

The postage stamp features the panorama of the John the Baptist hermitage and the image of Holy Prophet St. John the Baptist, in whose name the main temple of the hermitage was consecrated.

On October 18, a stamp dedicated to the 150th Anniversary of Aleksandra Kollontai, stateswoman, diplomat, will go into postal circulation in the History of Russian Diplomacy series

Aleksandra Kollontai took part in the Russian Revolution of 1905-1907; at that time she met Vladimir Lenin.

In 1915, Kollontai joined the Bolsheviks, whose attitude towards the war was closest to hers. After the victory of the February Revolution of 1917, she returned to Russia and was soon appointed one of the leaders of the Petrograd Soviet.

After the October Revolution of 1917, she was elected a member of the All-Russian Central Executive Committee and received the post of People's Commissar of Public Welfare in the first composition of the Council of People's Commissars.

During the Civil War, Alexandra Kollontai took over the leadership of the Commissariat of Agitation and Propaganda of the Crimean Autonomous Soviet Socialist Republic, as well as the political department of the Crimean Army.

She began working as a diplomat in 1923 and retired from her post only in 1945 due to illness.

On October 18, a stamp dedicated to the 275th Birth Anniversary of Aleksander Bezborodko, diplomat, Chancellor, the Chief Director of the Russian Empire Post, will go into postal circulation in the History of Russian Diplomacy series

Count, His Serene Highness Prince Alexander Bezborodko (1747-1799) was a Russian statesman. Emperor Paul I awarded him the then-highest rank of a Chancellor of the Russian Empire.

In 1765, Bezborodko was appointed the Chief of the Office of Little Russia Governor-General Count Peter Rumyantsev.

On March 22, 1774, Alexander Bezborodko was granted the rank of a colonel for his service, and in the next year of 1775, after his arrival to Moscow, he entered the Sovereign's office for the acceptance of petitions to the highest name. As time passed, he became the most influential of all her secretaries of state.

Alexander Bezborodko participated in the conclusion of the maritime declaration of February 28, 1780, and in a number of other treaties on maritime neutrality, as well as in the conclusion of the defensive alliance treaties of Russia with Austria, Prussia (1792) and Great Britain (1794), and in the third partition of Poland (1795).

On October 19, stamps dedicated to the Gelendzhik Front Range Lighthouse and the Krasny Partizan Lighthouse will go into postal circulation in the Lighthouses of Russia series

The Gelendzhik Front Range Lighthouse is the oldest working lighthouse on the Black Sea coast. It is a monument of architecture. The Front Range Lighthouse is located in Gelendzhik at the address: 1 Mayachnaya Street, Lermontovsky Boulevard.

The lightnouse was built on August 19, 1897. The author of the building is considered to be French architect François Joseph de Tonde. Range lighthouses, unlike identification beacons, which are used to indicate a point or danger, always work in pairs. They point to a certain line and warn sailors of a necessity to change course. Range lighthouses are built in different heights. The rear range of a lighthouse is always higher. The one on the quay is the front range, closest to the ship. The tower of the lighthouse is provided with a built-in box with shutters, which are, in fact, the ranges that gave the name to this type of lighthouses. These ranges cover the light of green and red lanterns. The green light signals that the ship is to the right of the safe area for the ships approaching the shore, and the red light signals that the ship is to the left of that area. In this way, lighthouses regulate a safe entry into the bays.

The Krasny Partizan Lighthouse came into operation on July 14, 1897, and until 1926, it had the name of the Nikolaevskii Lighthouse. The author of the project and the main builder of the lighthouse was engineer in the rank of Lieutenant Colonel K. Leopold. The building of the lighthouse is located on the shore of the Tatar Strait, 60 meters from the shoreline and 12 km from the town of Sovetskaya Gavan.

The one-story, rectangular in plan building was constructed of granite blocks. On the eastern side of the building, there is a triangular tower of the lighthouse cut into the building space. In 1919, during the Civil War, a battle between the partisans and the White Guards punitive forces took place near the lighthouse. In memory of these events, the cape and the lighthouse were renamed Red Partisan, and in 1926, a memorial obelisk was mounted on the place of the execution. The lighthouse is registered in the list of objects of cultural heritage of Russia.

On October 19, a postcard with a commemorative stamp dedicated to the Military Academy of the General Staff of the Armed Forces of the Russian Federation will go into postal circulation in the History of the Armed Forces of Russia series

The Military Academy of the General Staff of the Armed Forces of the Russian Federation is the oldest higher military educational institution in Russia. The grand opening of the Imperial Military Academy took place in St. Petersburg on November 26 (December 8), 1832, in the presence of Emperor Nicholas I.

During the Great Patriotic War, 63 graduates of the Academy became Heroes of the Soviet Union. On May 4, 1945, the Academy was awarded the Order of Suvorov, First Class, for the outstanding contribution of the Academy teaching staff to the Victory over Nazi Germany and its allies.

The merits of the Academy in training highly qualified specialists for the Armed Forces of the Soviet Union and Warsaw Pact countries and in developing science were distinguished with high state awards: Orders of Lenin (1968) and Red Banner (1986), as well as twelve orders and medals of foreign countries.

The Military Academy of the General Staff played an enormous role during the formation and establishment of the military organization of the Russian Federation. Scientists of the Academy participated in the development of the modern Military Doctrine of the Russian Federation, new statutory and other documents regulating the activities of the Armed Forces of the Russian Federation in peacetime and wartime, issues of the collective security maintenance in the post-Soviet space, peacekeeping, etc.

On May 23, 2015, the Presidential Decree No. 262 awarded the Military Academy of the General Staff with the Order of Kutuzov for merits in strengthening the national security and training highly qualified military personnel.

On October 21, a stamp dedicated to 100th Anniversary of the Tupolev Aircraft Design Bureauwill go into postal circulation

The Tupolev Design Bureau is an aviation experimental design bureau established on October 22, 1922, by aircraft designer A. Tupolev. The Tupolev Experimental Design Bureau has developed more than 300 projects of different types of aircraft, small craft and aero-sleds. About 90 projects were materialized in the metal and over 50 projects were in serial production. More than 18 thousand airplanes were produced. Aircraft of this design bureau set about 280 world records for flight range and payload capacity.

Presently, the Tupolev PJSC is an enterprise capable of implementing all stages of the aircraft life cycle from the design to serial production, modernization, repair, after-sales service and operation support.

The Tupolev PJSC is part of the United Aircraft Corporation (PJSC UAC).

The Federal Medical and Biological Agency (FMBA of Russia) is a federal executive body that ensures radiation, chemical and biological safety of the country and population, as well as the organization of the health protection system at enterprises of strategically important industries with especially hazardous working conditions. It is directly subordinated to the Government of the Russian Federation.

The FMBA of Russia comprises more than 300 subordinate medical organizations and about 2.5 thousand healthcare facilities on the territory of Russia and Baikonur.

There are 35 research and scientific-production centers working in the system of the FMBA of Russia.

Other significant areas of FMBA activities are space medicine, marine and diving medicine, sports medicine, blood service and donorship.

Ivan (Ovanes) Bagramyan (1897-1982) was a Soviet military leader, Marshal of the Soviet Union (1955), twice Hero of the Soviet Union (1944, 1977).

Leonid Govorov (1897-1955) was Soviet military commander, Marshal of the Soviet Union (1944), Hero of the Soviet Union (1945).

Ivan Konev (1897–1973) was a Soviet military leader, military commander, Marshal of the Soviet Union (1944), twice Hero of the Soviet Union (1944, 1945).

Kirill Meretskov(1897–1968) was a Soviet military leader, Marshal of the Soviet Union (1944), Hero of the Soviet Union (1940).

Boris Zvorykin (1872-1942) was a Russian artist, ornamentalism graphic painter, icon painter, and translator.

Boris Zvorykin became one of the most famous authors of drawings for Christmas, New Year, Butter week, and Easter postcards. He was involved in the design of theater programs, gala dinner menus, and greeting addresses.

Zvorykin is also well-known as the author of artistic postcards who painted a series of watercolors themed Troubled TimesThe Invasion of Napoleon in 1812Russian ChildrenProverbsRussian TemplesRussian EpicsHunting and others.

On October 31, a postcard with a commemorative stamp dedicated to the100th Birth Anniversary of Anatoly Papanov, film and theatre actor, will go into postal circulation

Anatoly Papanov (1922-1987) was a Soviet theater and film actor, theater teacher and film director, People's Artist of the USSR (1973), a participant in the Great Patriotic War.

In 1943, he entered the second year of the actor's faculty of the Russian Institute of Theatre Arts (GITIS). He studied at the workshop under the supervision of Vasily and Maria Orlovs, artists of the Gorky Moscow Art Theater of the USSR.

From 1946 to 1948, he performed at the Klaipeda Russian Drama Theater, where his first role was Sergey Tyulenin in the Young Guard play. In 1948, he moved to the Moscow Theater of Satire at the suggestion of its stage director Andrei Goncharov, where he played for nearly 40 years, having created 50 characters. Some of the performances were recorded for TV, including The Inspector General, The Nest of the Wood Grouse, and Little Comedies of the Big House.

He made his debut in a big cinema role in 1961, in eccentric comedy The Man from Nowhere by Eldar Ryazanov. However, the real breakthrough in Anatoly Papanov's film career was an invitation three years later from film director Alexander Stolper to star as General Serpilin in the film adaptation of Konstantin Simonov's novel The Living and the Dead. Papanov was awarded the State Prize of the RSFSR and the main prize at the First All-Union Film Festival.

In total, Papanov participated in the production of more than 70 films and provided the voice for about 100 animated films, including that of a the Wolf from the Nu, pogodi! (Well, Just You Wait!) animated film series. He gave classes at the GITIS.
