Emissions of state valuable postal matter in February

On February 2, four stamps featuring medals For Works in Agriculture, For the Development of Railways, For Works in Culture and Arts and the Luka Krymsky Medal will go into postal circulation in the State Awards of the Russian Federation series

State awards of the Russian Federation are the highest form of encouraging nationals for transcendental merits to the Homeland defense, nation-building, economy, science, culture, Arts, upbringing, education, protection of citizens’ health, life and rights, charity activities and other achievements for the state.

The state awards are instituted and granted by the President of the Russian Federation.

Medal For Works in Agriculture was instituted in 2004.
Medal For Works in Agriculture is granted to citizens of the Russian Federation and foreign nationals for their services in the field of agriculture and a major contribution to the development of the agro-industrial complex of Russia.

Medal For the Development of Railways was instituted in 2007.
Medal For the Development of Railways is granted to citizens of the Russian Federation and foreign nationals for their services in the development of railways in Russia.

The Luka Krymsky Medal was instituted in 2020.
The Luka Krymsky Medal is granted to physicians and other staff members of medical establishments of the Russian Federation and foreign nationals for their services in the field of public health protection and a significant contribution to the development of public health services in Russia.

Medal For Works in Culture and Arts was instituted in 2021.
Medal For Works in Culture and Arts is granted to people of culture and art of the Russian Federation and foreign nationals for personal services in the maintenance of traditional spiritual and moral values of the peoples of Russia and promotion of the cultural potential of the country.

The postage stamps feature medals For Works in Agriculture, For the Development of Railways, For Works in Culture and Arts and the Luka Krymsky Medal.

In addition to the issue of the postage stamps, JSC Marka will produce First Day Covers and special cancels for Moscow and St. Petersburg.

On February 7, a postage block dedicated to the 100th Birth Anniversary of Boris S. Ugarov, painter, the President of the Academy of Arts of the USSR will go into postal circulation

Boris S. Ugarov (1922–1991) was a Soviet painter, graphic artist, educator, People's Artist of the USSR (1982), the President of the Academy of Arts of the USSR (1983-1991). Among the most famous of the painter’s artworks are Leningrad Woman (1961, State Russian Museum), To the collective farm. 1929 (1954, Museum of the Academy of Arts), and Revival (1980, State Russian Museum). From 1952, B. Ugarov began teaching at the I. Repin Institute of Painting, Sculpture and Architecture. From 1977, he was the Rector of the Institute. B. Ugarov was the Head of the easel painting studio (since 1979) and an art workshop (since 1987). Boris Ugarov's artworks are available in the State Russian Museum, the State Tretyakov Gallery, in museums and private collections in Russia, Finland, China, Japan, Great Britain, France, and other countries. B. Ugarov was engaged in great social work. Since 1978, he was a full member of the Academy of Arts of the USSR. In 1983, he was elected the President of the Academy of Arts. He held this position until 1991.

The postage block margins provide a portrait of B. Ugarov against the background of the studio with his artworks; the stamp features his painting October (1964, State Museum of Political History of Russia).

On February 9, a postage block dedicated to the 150th Anniversary of the State Historical Museum will go into postal circulation

The State Historical Museum is the largest national historical museum of Russia. It was founded in 1872 upon order of Emperor Alexander II. The building was constructed in the very heart of the capital, in the Red Square, in 1875-1883 upon the project of architect V. Sherwood and engineer A. Semenov. The State Historical Museum complex also includes St. Basil's Cathedral and a monument to Minin and Pozharsky in the Red Square, the Chambers of the Romanov Boyars in Varvarka street, and the Museum of the Patriotic War of 1812. The holdings of the Museum numbers over 5 million units. Since 1990, the Museum has been on the UNESCO World Heritage List as part of the Red Square ensemble.

The postage block provides an image of the main building of the State Historical Museum.

On February 17, two stamps dedicated to Alexander I. Otrakovsy and Igor S. Grudnov will go into postal circulation in the Heroes of the Russian Federation series

Alexander I. Otrakovsy (1947–2000) was the Chief of Coastal Defense Troops of the Northern Fleet of the Russian Navy, Major General. By the Decree of the President of the Russian Federation of March 28, 2000, for bravery, courage and selflessness in the elimination of unlawful armed groups in the North Caucasus Region, Major General A.I. Otrakovsky was awarded the title of Hero of the Russian Federation (posthumously).

Igor S. Grudnov (1958–2018) was the Commander of the Eastern District of the National Guard Troops of the Russian Federation, Colonel General. By the Decree of the President of the Russian Federation of February 29, 2000, for courage and heroism in the elimination of unlawful armed groups in the North Caucasus Region, Colonel General I.S. Grudnov was awarded the title of Hero of the Russian Federation.

The postage stamps feature portraits of the Heroes of the Russian Federation and Gold Star Medals.

In addition to the issue of the postage stamps, JSC Marka will produce First Day Covers and special cancels for Moscow, St. Petersburg, Rostov-on-Don, Khabarovsk, and Murmansk.

On February 18, an envelope with a commemorative stamp dedicated to the 125th Birth Anniversary of V. Kataev, writer, will go into postal circulation

Valentin Kataev (1897–1986) was a novelist, poet, screenwriter and dramatist, journalist, war correspondent. His first poem Autumn was introduced to the readers in 1910. In 1922, he moved from Odessa to Moscow, where he began to work fruitfully on the staff of The Whistle (Gudok) newspaper, where his satirical and humorous articles were regularly published. During this period, he makes public his novel The Embezzlers followed by novel The Quadrature of the Circle in 1928. In parallel with his books, V. Kataev was enriching his filmography. Kataev produced his first film, The Embezzlers, in 1931. It was followed by film The Circus, and still later by film The Motherland Calls On. Kataev's all-round maturity manifested itself again when the writer gave children and young people such excellent fairy tales as The Dovelet and The Seven-Petal Flower. During the Great Patriotic War, Valentin Kataev worked as a war correspondent. Nevertheless, even in that busy period, when one trip succeeded another, Kataev continued to write many essays, novels (Our Father). In 1945, he wrote fairy tales The Stump and The Pearlet. Shortly before the Victory, Kataev wrote his novel The Son of the Regiment, for which he was awarded the State Prize. From 1955 to 1961, Kataev edited the Youth (Yunost) magazine. In 1974, Valentin Kataev was awarded the title of Hero of Socialist Labor.

The envelope with a commemorative stamp features children reading a book, as well as images of characters from the writings by V Katayev: Seven-Petal Flower and The Son of the Regiment; the stamp provides the portrait of the writer.

In addition to the issue of the envelope with a commemorative stamp, JSC Marka will produce a special cancel for Moscow.
