Emissions of state valuable postal matter in March

On March 3, a stamp dedicated to the 500th plenary session of the Federation Council of the Federal Assembly of the Russian Federation will go into postal circulation

On March 3, 2021, the 500th plenary session of the Federation Council of the Federal Assembly of the Russian Federation will be held.

The Federation Council is the upper house of the Federal Assembly, the parliament of the Russian Federation.

The Federation Council is a permanent body. Its plenary sessions are held as needed, but no less frequently than twice a month. Sessions of the Federation Council are the main form of its activities.

The postal stamp provides an image of a plenary session of the Federation Council of the Federal Assembly of the Russian Federation and the coat of arms of the Russian Federation.

On March 4, a postcard with a commemorative stamp dedicated to the 50th Anniversary of the Novosibirsk Military Institute named after General of the Army I.K. Yakovlev of the National Guard of the Russian Federation will go into postal circulation in the History of the Russian Law Enforcement Forces of Russia series

On March 2, 1971, in compliance with the Decree of the Council of Ministers of the USSR, by order of the Ministry of Internal Affairs of the USSR, a military school of the Ministry of Internal Affairs was established in Novosibirsk. In May 1973, the school was reorganized into a military command college.

From 1992, in connection with the realization of reforms in Russia, the school became known as the Novosibirsk Higher Military Command School of the Internal Troops of the Ministry of Internal Affairs of Russia. In 1999, it was renamed into the Novosibirsk Military Institute of Internal Troops of the Ministry of Internal Affairs of Russia. In 2008, the Institute was named after General of the Army I.K. Yakovlev.

On April 5, 2016, in connection with the establishment of the Federal Service of the National Guard Troops of the Russian Federation on the basis of the Internal Troops of the Ministry of Internal Affairs of Russia, the Institute was renamed as the Novosibirsk Military Institute named after General of the Army I.K. Yakovlev of the National Guard of the Russian Federation.

In the course of its activities, the military institute has trained more than 8,500 college graduate officers for the internal troops, 187 officers were awarded with orders and medals.

The commemorative stamp on the postcard shows officers of the law enforcement forces of different times, the flag and emblem of the Russian Guard; the main image features a cadet at the main entrance to the Institute building near the bust of General of the Army I.K. Yakovlev.

On March 12, a postal block dedicated to the 150th Birth Anniversary of painter Igor E. Grabar will go into postal circulation

Igor E. Grabar (1871–1960) was a painter, restorer, educator, museum worker, professor.

The most well known of his pictures are February Azure (1904), Cornflowers. A group portrait (1914), Pears on a blue tablecloth (1915), Self-portrait with a palette (white coat) (1934).

The margins of the postal block provide an image of Self-portrait with a palette (white coat) (1934, State Tretyakov Gallery) by I. Grabar against the background of the artist’s workroom; the stamp features his painting Frost. Sunrise (1941, V.P. Sukachov Irkutsk Regional Art Museum).

On March 16, stamps dedicated to irises will go into postal circulation in the Flora of Russia series

Iris (Iris) is a genus of perennial rhizomatous herbaceous plants of the Iridaceae family. Iris has sword-shaped leaves growing in dense clumps and flowers of various shades (in most species, from blue to purple or yellow) may be single or in blossom clusters. At their bases, the petals grow together to form a tube with nectar inside. The genus of irises has about 250 species.

In central Russia, irises bloom from late May to July. There are 40 species of irises in the country found in various habitats; 10 of them are listed in the Red Book of the Russian Federation.

The postal stamps provide images of irises listed in the Red Book of the Russian Federation: Iris scariosa, Iris vorobievii, Iris acutiloba and Iris tigridia.

On March 17, four stamps dedicated to the Fedoskino miniature lacquer painting will go into postal circulation in the Decorative and Applied Arts of Russia series

Fedoskino miniature lacquer painting is folk artistic craft, a kind of traditional Russian miniature lacquer painting with oil paints on papier-mâché that took shape at the end of the 18th century in village of Fedoskino located near Moscow.

Today, a lacquer box with a Fedoskino miniature is a gift of prestige and high value. Each handiwork is uniquely designed and has its own certification number. It takes 4 to 6 months to manufacture a box. Miniatures are painted with three layers of oil paints The Fedoskino miniature painting has entered the treasury of Russian national art; it is a national wealth greatly appreciated all over the world. On March 25, a postal block dedicated to the Federal service of the National Guard Troops of the Russian Federation will go into postal circulation

By the Decree of the President of the Russian Federation of April 5, 2016, "for the purpose of maintenance of national and public security and the protection of human and civil rights and freedoms», a new Federal executive body was instituted: the Federal service of the National Guard Troops of the Russian Federation.

The primary objectives of the service are as follows: participation in maintaining public order and providing public security; protection of critical state facilities and special cargo; fighting terrorism and extremism; providing support to Border guards of the Federal Security Service in the control of the state border of the Russian Federation and other tasks.

The postal block provides an image of the official coat of arms of the Federal service of the National Guard Troops of the Russian Federation and enlisted men formation.

On March 26, an envelope with a commemorative stamp dedicated to the 100th Anniversary of the Evgeny Vakhtangov State Academic Theater will go into postal circulation


The Evgeny Vakhtangov State Academic Theater is a Drama Theater in Moscow whose history began with a student studio theater. The official date of its establishment is deemed to be November 13, 1921.

In 1926, the studio theater was renamed as Evgeny Vakhtangov Theater after the name of its founder and the first director. In 1956, the theater was assigned the status of academic.

Nowadays, the theater has an affiliated theater school named after Boris Schukin. Currently, the Vakhtangov Theater has more than 40 plays on its list of production.

The envelope with a commemorative stamp provides images of the theatre building on the stamp and the anniversary celebration logo on the main image.

On March 30, a stamp dedicated to the 100th Anniversary of the Main Production and Commercial Administration for Services to the Diplomatic Corps under the Ministry of Foreign Affairs of the Russian Federation will go into postal circulation

The primary areas of activity of the Main Administration for Services to the Diplomatic Corps (GlavUpDK) under the Ministry of Foreign Affairs of the Russian Federation are based on Russia's compliance with international obligations for accommodation and provision of services for foreign missions accredited in Moscow.

The administration is in possession of more than 150 manor houses, most of which are historical and cultural monuments of federal and regional significance.

Today, GlavUpDK comprises 5 branches and specialized structural subdivisions that provide services to more than 180 embassies and missions of international organizations, over 100 correspondent offices of Mass Media and more than 2,000 Russian and foreign companies.

On March 30, a postcard with a commemorative stamp dedicated to the 50th Anniversary of launching the world’s first orbital scientific station Salyut will go into postal circulation in the Space Exploration series

On April 19, 1971, the Soviet Union launched the world’s first orbital scientific station Salute. It was a spacecraft of a new type that permitted automatic and man-assisted comprehensive scientific research under conditions of long duration flight.

Salute was a family of manned orbital stations of the USSR. The collective name Salute was given to orbital stations that were placed into orbit in the framework of the Long-term orbital station civil program.

From 1973 to 1986, six other orbital stations named Salyut were launched where Soviet and foreign cosmonauts worked. A great variety of scientific experiments were conducted in space, and a cosmonauts’ life support system was elaborated out. The design of Salyut stations made the basis for construction not only of long-term orbital stations, but also of the Mir orbital complex and the Russian segment of the International Space Station.

The postcard provides a symbolic image of a carrier vehicle being launched into space; the main image features the world’s first orbital scientific station Salute.
