State Signs of Postal Payment to Be Issued in March

March 1, a postcard with an original stamp dedicated to the 50th anniversary of the Venera 3 automatic interplanetary station flight to be issued as part of Space Conquest series


On 16 November 1965, Venera 3 unmanned spacecraft was launched from the Baikonur space-vehicle launching site. It was an automatic interplanetary station aimed at researching the planet Venus. The station consisted of an orbital section and a descent module, a sphere of 0.9 m in diameter and weighing 960 kg.

After a 3.5-month space travel, AIS Venera 3 reached the surface of the planet and delivered a pennant with the USSR coat of arms on 1 March 1966 09:56 Moscow time.

A large volume of trajectory measurements gained during the flight served as valuable data to research superlong-range communication and interplanetary travel.

The postcard with an original stamp depicts a symbolic image of a carrier rocket being launched into space. The main image features the AIS Venera 3 against the background of Venus and a metallic globe with the USSR pennant.

Additionally, FSUE PTC “Marka” will manufacture a special cancellation postmark for Moscow, Korolyov (Moscow Oblast) and Baikonur central post office.

March 3, a postage stamp dedicated to the Regional Commonwealth in the field of Communication to be issued



The Regional Commonwealth in the field of Communication (КСС) was created in Moscow on 17 December 1991.

The main goals of the RCC are as follows:

• development of mutually beneficial relations between RCC administrations in harmonizing communication networks and means;
• coordination of scientific and technical policy, management of RF spectrum, rules for setting rates on telecommunication services and settlement payments, personnel training;
• interaction with international organizations in the field of communications and informational support, mutual information sharing, etc.

Full-fledged members of the RCC are Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan and Uzbekistan. Observers are Bulgaria, Latvia, Lithuania, Slovenia, Intersputnik International Organization of Space Communications (Russia) and Eutelsat S.A. (France).

The postage stamps bears the image of the RCC emblem.

March 3, an envelope with an original stamp dedicated to the 175th birth anniversary of Pierre-Auguste Renoir to be issued as part of World Cultural Luminaries series


Pierre-Auguste Renoir (1841–1919) was a French artist, graphic designer and sculptor, one of the most prominent representatives of the Impressionist style.

He was born in Limoges, France, and in 1862 he enrolled in art school. There he met such master painters as Alfred Sisley, Frédéric Bazille and Claude Monet, the members of the future group of Impressionists.

Renoir made a major contribution to developing of Impressionism artistic method. He used a new approach not only to depicting nature, but also to still-life paintings, genre pieces, portraits and images of naked figures. Renoir was an outstanding colorist. It is in his works of art that joyous, optimistic attitude, characteristic of Impressionism, manifested itself the most. In 1870–1880, the painter created his main masterpieces — The Big Boulevards (Les Grands Boulevards, 1875), The Walk (La Promenade, 1875), Dance at Le Moulin de la Galette (Bal du moulin de la Galette, 1876), Nude (Nu, 1876), Nude in the Sun (1876), The Swing (La balançoire, 1876), At the Theatre (La Première Sortie, 1876‒1877), The Path Leading through Tall Grass (Chemin montant dans les hautes herbes, ca 1876‒1877).

The envelope with an original stamp contains a composition of symbols of various kinds of art: a lyre, palette, books, a quill, column and a theatre curtain, as well as a portrait of Pierre-Auguste Renoir against the background of a vivid landscape.

March 24, three postage stamps dedicated to Militia Captain Viktor Adamishin, Colonel Alexey Balandin and Captain Dmitry Serkov to be issued as part of the continuation of the Heroes of the Russian Federation series

A Hero of the Russian Federation is a title conferred for merits to the state and nation connected with a deed of a heroic valor. The Hero of the Russian Federation is awarded a special insignia, the Gold Star Medal.


Captain Viktor Mikhailovich Adamishin (1962–1995) was the Deputy Commander of the OMON 1st squadron of the 2nd operative battalion at Moscow Chief Internal Affairs Directorate. A title of the Hero of the Russian Federation was awarded (posthumously) for courage and heroism shown during a counter-terrorism operation in the North Caucasus region.


Colonel Alexey Vasilyevich Balandin (1961–2009) was the Head of the Operations and Combat Department of the FSB Special Purpose Center V Division. A title of the Hero of the Russian Federation was awarded (posthumously) for courage and heroism shown while fulfilling military duty.


Captain Dmitry Alexandrovich Serkov (1981–2007) was the commander of a Vityaz special purpose unit assault team of Dzerzhinsky Independent Operational Purpose Division of the Internal Troops of the Ministry of Internal Affairs of the Russian Federation. A title of the Hero of the Russian Federation was awarded (posthumously) for courage and heroism shown during a counter-terrorism operation in the North Caucasus region.

The postage stamps feature portraits of the Heroes of the Russian Federation and the Gold Star Medal.

Additionally, FSUE PTC “Marka” will manufacture first day covers and special cancellation postmarks for Moscow and St Petersburg.

March 25, a postage stamp dedicated to postcrossing to be issued



Postcrossing is an interesting and educational hobby that helps find new friends, tell about one’s native country, get to know culture of other countries, learn foreign languages and collect postcards and stamps.

As at the start of 2016, more than 600,000 people from 200 countries have been registered in the project, and thirty millionth postcard depicting a skyscraper was received on 2 June 2015.
