Preview of State Signs of Postal Payment to Be Issued in November

November 5, a souvenir sheet with one stamp dedicated to the Kostroma Region will be released into circulation as a continuation of the series “Coats of Arms of the Subjects and Cities of Russian Federation”



The coat of arms of Kostroma Region was adopted in 2006. The main figure depicted on this coat of arms is a golden ship, which is a symbol of movement and achievement of the goal, shows Kostroma region allegorically, because it has a convenient transportation and geographic location. Priority directions of the development are forestry, agriculture, electric power industry, mechanical engineering, textile industry.

The historical coat of arms of Kostroma city was approved in 1767. It depicted a ship sailing on the waves of Volga river. The modern version of the official symbol of the city was adopted in 2002.

The stamp depicts the emblem of Kostroma city; the emblem of Kostroma Region and a map of the Russian Federation with the region highlighted in color are depicted on the margins of the souvenir sheet.

In addition to the issue of a souvenir sheet a special postmark (cancellation: Moscow; Kostroma) will be issued by FSUE “Marka” Publishing and Trading Centre.

November 5, a postage stamp dedicated to the 150th birth anniversary of Patriarch Tikhon (1865-1925) will be released into circulation



Tikhon (born Vasily Ivanovich Bellavin) was the first Patriarch of Moscow and All Russia after the Russian Patriarchate was reinstated (1917-1925).

Patriarch Tikhon managed to preserve Orthodoxy amid revolution, civil war and turmoil that overwhelmed Russia. He made important steps to normalize relations between the Church and the state, called for end to bloodshed, opposed decrees on separation of Church and state and on nationalization of Church property, called the clergy and believers for loyal attitude to the Soviet regime. In 1922 he was accused of anti-Soviet activity and sentenced to house arrest in Donskoy Monastery but the case against Patriarch Tikhon was closed on 21 March 1924.

In 1988 Tikhon was canonized by the Russian Orthodox Church. The day of glorification of Saint Tikhon, Patriarch of Moscow and All Russia, is celebrated on 9 October.

November 5, a postage stamp dedicated to Captain Ivan Shelokhvostov, Commander of “Vityaz” assault group of special forces of the Independent Operational Purpose Division of the Ministry of Internal Affairs of Russian Federation, will be released into circulation

Hero of the Russian Federation is and the highest title awarded for services to the state and to the people associated with the perfomance of a heroic feat. The Hero of the Russian Federation is awarded a “Gold Star” medal, a special sign of distinction. 



Shelohvostov Ivan Yurievich (1978-2003) was the commander of “Vityaz” assault group of special forces of the Independent Operational Purpose Division of the Ministry of Internal Affairs of Russia, Captain. He was awarded (posthumously) the title of Hero of the Russian Federation for bravery and heroism in the performance of military duty in the North Caucasus region.

The postage stamp depict portrait of Ivan Shelohvostov and “Gold Star medal image with a composition that reflects the kind of activity of the hero on the background.

An FDC with cancellation (Moscow, St. Petersburg) will be prepared for the release.

November 10, four stamps in the series “Heroes of the Russian Federation” will be released into circulation

Hero of the Russian Federation is and the highest title awarded for services to the state and to the people associated with the perfomance of a heroic feat. The Hero of the Russian Federation is awarded a “Gold Star” medal, a special sign of distinction.



Vitaliy Victorovich Maiboroda (1981-2013) was the employee of a Special Operations Service of the Federal Security Service of the Russian Federation. He was awarded (posthumously) the title of Hero of the Russian Federation for bravery and heroism shown during the implementation of a special assignment. 



Maksymchuk Vladimir Mikhailovich (1947-1994) was the Head of Tactical Division of the Main Directorate for Fire Service of the USSR Interior Ministry, Major General of the Internal Service. He was awarded (posthumously) the title of Hero of the Russian Federation for courage and heroism shown during the implementation of a special assignment. 



Tinkov Valeriy Anatolievich (1957-1995) was the Head of the Training Center of the Moscow regional police department, police major. He was awarded (posthumously) the title of Hero of the Russian Federation for courage and dedication shown during the implementation of a special assignment. 



Solnechnikov Sergey Aleksandrovich (1980-2012) was the commander of communications battalion of the 54th Brigade of 35th Combined Army of the Eastern Military district, Major. He was awarded (posthumously) the title of Hero of the Russian Federation for heroism, courage and selflessness shown during the performance of military duty.

November 10, a postage stamp dedicated to the 100th birth anniversary of Ashot L. Badalov (1915-2011), honored signalman, will be released into circulation



Ashot L. Badalov (1915-2011) was the Doctor of Technical Sciences, Academician of the International Academy of Informatization, holder of such titles as “Honorary Telecommunications Worker of the Russian Federation”, “Master of Communications”, “Honorary Radio Operator”.
He devoted his life to radio communications and broadcasting.

During the Great Patriotic War Ashot L. Badalov was the chief of the Stalingrad radio center. At the end of 1943, he was transferred to Moscow, to the People's Commissariat of communications. He went his career path from senior engineer to the Deputy Minister. He was one of the founders of the State Commission for Radio Frequencies, and made a significant contribution to the efficient use of the radio spectrum, and later orbital space. Largely due to his work a modern radio and television broadcasting, cellular mobile communications appear in Russia.

November 11, two postage stamps dedicated to the architecture in the frameworks of a joint issue of the Russian Federation and Lao People's Democratic Republic dedicated to the 55th anniversary of the establishment of diplomatic relationship between Lao and Russia will be released into circulation

  

Diplomatic relationship between USSR and the Kingdom of Laos was established on 7 October 1960. Later, the Agreement on Fundamentals of Friendly Relations between the Russian Federation and Lao People’s Democratic Republic was signed in 1994. A tendency to all-round expansion of Lao-Russian relations has manifested itself over the last several years – cultural and educational ties are maintained, trade, economic, scientific and technological cooperation is developing.

The subject of a joint issue is an architecture.

The Cathedral of the Intercession of the Holy Virgin on the Nerl River is one of the masterpieces of world architecture built in 1165 by St Andrei Bogolyubsky. It is a low fretted church having four internal piers and one dome. In 1992, the cathedral was listed as a UNESCO World Heritage Site as a part of the White Monuments of Vladimir and Suzdal. This year the Cathedral got the 850th anniversary of foundation.

That Luang is a Buddhist religious building, an outstanding monument and a national symbol of Laos. It is situated near the country capital of Vientiane. The construction of That Luang officially began in 1566 when King Setthathirat ordered construction of the Spire of Universe.

In addition to the issue an illustrated cover will be issued with two postage stamps and FDC with cancellation (Moscow; Lao) inside.

November 17, a postage stamp dedicated to the 200th anniversary of Zlatoust Arms Factory will be released into circulation



Zlatoust Arms Factory is one of the oldest companies in the South Ural. Emperor Alexander I signed a manifesto on its establishment in 1815. Melee weapons, both ceremonial and award ones, have been produced for two centuries.

Russian emperors and European nobility, Soviet marshals, diplomats and spacemen were fascinated by blades manufactured at the Zlatoust Arms Factory. Zlatoust steel was the most valued by defenders of the Fatherland, who spent their tour of duty in the Great Patriotic War. Nowadays, melee weapons remain a symbol of valor and honor, and great traditions, which modern weapon-smiths successfully continue.

In the 21st century, the Zlatoust Arms Factory remains the only company to have steel-plate engraving. The subjects of steel engraving, which appeared in 1930s, are various – landscapes, heraldry, religious motifs. Decorative wall panel pictures, souvenir products and decorative dishware are popular both in Russian and abroad. Many products by the Zlatoust Arms Factory craftsmen are considered unique and are kept in world’s most famous museums.

The Zlatoust Arms Factory celebrates its 200th anniversary in 2015.

November 17, 2015, four 2018 FIFA World Cup Russia™ Stadiums postage stamps will be released into circulation

 
 

The 2018 FIFA World Cup Russia™ will be the 21st edition of the tournament and is set to take place from 14 June until 15 July 2018. For the first time in history, Russia will host the FIFA World Cup™ and it will also be the first time the tournament is held simultaneously across two continents — Europe and Asia. The tournament will be hosted at 12 stadiums in 11 Russian cities.

The first launch of the stadium stamp series depict the stadiums located in Moscow, Sochi and Kazan:

- Luzhniki Stadium;
- Spartak Stadium;
- Fisht Stadium;
- Kazan Arena.

Additionally, FSUE PTC “Marka” will manufacture an illustrated cover with four stamps and a first day cover with cancellation (Moscow) inside.

Other eight stadiums will be depicted on the postage stamps in the next issues of the programme dedicated to 2018 FIFA World Cup Russia™.

November 24, a postal card with commemorative stamp dedicated to the 125th birth anniversary of Alexander N. Bakulev (1890-1967), surgeon, will be released into circulation



Alexander N. Bakulev (1890-1967) was a Soviet surgeon, one of the pioneers of cardiovascular surgery in the Soviet Union, President (1953-1960) of the Academy of Medical Sciences, Academician of the Academy of Sciences of the USSR (1958).

He was developed unique methods of treatment, rehabilitation, and conducted a series of reconstructive surgeries, developed new methods of surgical treatment. In 1940, he created a treatment of brain abscesses. In 1948, he was the first surgeon who made a successful operation in the congenital heart disease. He considered as the ancestor of the use of intubation anesthesia in the USSR, as well as the founder of the radical thoracic and pulmonary surgery.

In 1965, he became the first Russian surgeon who was awarded the “Golden scalpel” honorary award.

The postal card with original stamp depicts a portrait of Alexander N. Bakulev and a scene of surgery under his leadership.

November 27, a postage stamp dedicated to the Russian Emergencies Ministry will be released into circulation



The Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters is not only a federal executive authority but also one of the most resourceful and effective rescue services of the world.

The date of foundation of the Russian Emergencies Ministry is considered to be December 27, 1990, when the Council of Ministers of the RSFSR was formed the Russian Rescue Corps (RRC).

The postage stamp depicts the building and the emblem of the Russian Emergencies Ministry.
