USSR joined the Fédération Internationale de Football Association (FIFA) a year after the end of the Great Patriotic War — on 25 June 1946. The 6th edition of FIFA World Cup™, which took place in Sweden in 1958, was the first tournament the national team of the Soviet Union participated in.

Russian football players have been qualified for FIFA World Cup™ tournaments ten times. In total of 40 games, the Russian team won seventeen times and six games ended in a draw. The best result of the Russian team at world tournaments is the fourth place at the 1966 FIFA World Cup England™.

The Bonch-Bruevich Saint Petersburg State University of Telecommunications is the higher education institute which provides trainings in the field of communications and telecommunications.

October 2, a souvenir sheet dedicated to the 2000th anniversary of the city of Derbent will be released into circulation



Derbent (“locked gate”, “wall”, “made of stone”) is the oldest city in Russia and an outstanding monument of early middle-ages architecture. The city was founded in 438 AD as a Persian fortress consisting of a stronghold (Naryn-Kala) and two stone walls leading down to the sea. It is situated between the Caspian Sea and foothills of the Caucasus, on the Silk Road connecting Asia and Europe.

In 2003, the stronghold, the ancient city and fortifications of Derbent were listed as a UNESCO World Heritage Site.

The Regional Commonwealth in the field of Communications (RCC) is an interstate coordinating authority in the field of telecommunications and postal services. The commonwealth was established December 17, 1991.

The 2015 joint issue of the RCC Member-Countries Communication Administrations is dedicated to architectural monuments in the capitals.

Viktor Vasnetsov’s memorial house is an architectural monument dedicated to creations of an artist, where he was living from 1894 till 1926. This Vasnetsov family home built in 1894 based on designs and sketches of the painter himself. It is a building with an annex in the form of an ancient Russian palace made of logs decorated with a barrel-like roof, with widows having ornate trims.

The museum was opened in 1953 under the will of the heirs of Viktor M. Vasnetsov, who handed the family house over to the state. In 1986, the museum was related to the All-Russian Museum Association “State Tretyakov Gallery”.

The House-Museum of Viktor Vasnetsov has 24 thousand exhibits: paintings, graphic arts, crafts, household items, to help visitors get acquainted with the biography and work of the artist.

October 14, a postage stamp dedicated to the 50th anniversary of the All-Russian Society for Protection of Monuments of History and Culture will be released into circulation



The All-Russian Society for Historic Preservation and Cultural Organization was organized by the Council of Ministers of the RSFSR July 23, 1965 in order to attract the general public to actively participate in the protection of historical and cultural monuments.

The society was directly involved in the creation of museums-reserves. The funds were allocated for “Spasskoye-Lutovinovo” and “Konstantinovo” literary-memorial museums-reserves located in Orlov and Ryazan regions, for a museum of wooden architecture located in Khokhlovka village, Perm region, for “Malye Korely” in Arkhangelsk, for “Vitoslavlitsy” in Veliky Novgorod and Suzdal. Particular attention was paid to the restoration of churches, chapels and monasteries of the Russian Orthodox Church and other faiths religious sites.

The main tasks of the institute are research in the field of legal support of the Government of the Russian Federation, the President of the Russian Federation and the Federal Assembly of the Russian Federation; development of scientific concepts of development of legislation; study and scientific substantiation of bills introduced in the legislative initiative by the Government of the Russian Federation; analysis of the effects of the legislation of the Russian Federation.

October 19, two postage stamps dedicated to the 125th anniversary of the establishment of diplomatic relationship will be released into circulation in the frameworks of a joint issue of the Russian Federation and the United Mexican States

 

Mexican-Russian diplomatic relationship was established in 1890. Mexico is one of the key Latin American partners of Russia not only in regional but also in international affairs. Long-standing relations of friendship and mutually beneficial cooperation underlie the dynamic bilateral interaction.

The subject of a joint issue of Mexican and Russian postage stamps, dedicated to the 125th anniversary of the establishment of diplomatic relationship is national monuments.

The Peter and Paul Fortress is a historical, military and engineering monument of St Petersburg. Its foundation stone was laid on a small Zayachy (Hare) Island by the north bank of the Neva River in May 1703. The Fortress is an architectural complex designed by Joseph-Gaspard Lambert de Guerin. The Peter and Paul Cathedral, the Boathouse, the Artillery Storeroom, the Mint, the Governor’s house, the Engineers’ house, the Guardhouse etc. were built during 18th – 19th centuries.

Chapultepec Castle was founded in 1785 at the initiative of Viceroy Bernardo de Gálvez. Emperor Maximilian I of Mexico began to use the castle as his country seat chose in 1864. He hired several European and Mexican architects to replan and design the building in a neoclassical style. A garden was laid out on the castle’s roof. A straight boulevard now known as Paseo de la Reforma was constructed to connect the castle with the center of Mexico City. Later, an astronomical observatory was established at the castle. It was used as a presidential residence up to 1939. Chapultepec Castle is currently run by the National Museum of History.

The history of Russian Customs Service begins at the end of X century, with the first mention of trade duties imposed on commodities on their way from producer to consumer in the ancient Russian state.

In the middle of the XIII century Mongol-Tatars introduced its toll - tamga. Over time, this name was applied to all charges related to customs and to the place of their collection - customs.

After centuries of development path, the Russian customs can be proud of its history, traditions, achievements and people.

At all times, customs officers: statesmen, politicians and public figures; lawyers, economists, scientists, architects, and ordinary customs, - were guarded the economic interests of our country and were devoted to their work. Many of them went down in history as the outstanding figures who have made a significant contribution to the development of customs business in Russia.

October 23, a souvenir sheet with one stamp, dedicated to the world cultural heritage of Russia: Ancient City of Tauric Chersonese and its Chora, will be released into circulation



Chersonesus is a city founded by ancient Greek colonists more than 2,500 years ago in the southwestern part of the Crimean Peninsula. Its name is based on its geographical location and in Greek means “peninsula”. The “Tauric” attribute appeared due to warlike Tauri tribes, which inhabited the neighboring highlands.

The city was an important transit location, a cultural and a political hub of North Greater Black Sea area. Pottery, blacksmithing, founding, construction and bone-carving, as well as seafaring and fishing industry were developing in the city. The Chora, a rural region around the city, played an important role — it is there that fortifications and estates were constructed, gardens were laid out, lots were delimited, vineyards were cultivated.

Nowadays the National Preserve of Tauric Chersonese is a major museum and research institution. In 2013, Ancient City of Tauric Chersonese and its Chora were listed as a UNESCO World Heritage Site.

October 28, a stamp dedicated to disaster risk reduction will be released into circulation



December 21, 2009 the UN General Assembly decided to designate October 13 as the date of the International Day for Disaster Reduction, in the resolution 64/200. The purpose of this Day is to raise awareness about what steps people take to reduce the risk of disasters.

In many parts of the world such natural hazards as earthquakes, floods, landslides, drought, fires, etc., entail a significant loss of life and destruction of economic and social infrastructure, a negative impact on the ecosystem.

Currently, there are tremendous opportunities to reduce risks at the expense of measures for disaster prevention and mitigation. Many of them are based on modern technology of forecasting and involve the development of early warning systems and alert.

October 30, a postage stamp “The Uprising at Sobibór Extermination Camp” dedicated to the 70 years of victory in the Great Patriotic war 1941–1945 will be released into circulation



Sobibór was one of the largest extermination camps located in occupied Poland during the Great Patriotic War. It was built by Nazi in March 1942 in woodlands on the outskirts of the village of the same name near Lublin. Prisoners of war, mainly from Eastern Poland and the Soviet Union territories occupied by the Nazi German army, as well as from Czechoslovakia, Austria, the Netherlands, Belgium and France, were retained in the camp.

The camp was the site of a mass uprising organized by Lt. Alexander Pechersky, a Soviet POW, on 14 October 1943. However, only 13 prisoners succeeded in crossing the fence and managed to join up with the partisans. Shortly after the revolt was crushed, the Germans closed Sobibór, destroyed all buildings and and planted the site over with trees.

Currently, the site of the extermination camp is a memorial to victims of Nazism as a legacy of humanism, heroism and international unity.
