UNESCO (the United Nations Educational, Scientific and Cultural Organization) was founded in 1945.

Russia has been a Member State of UNESCO since April 21 of 1954. Joining the international treaty has opened new opportunities for our country to present its outstanding cultural and historical monuments and unique nature reserves to the world, to obtain additional guarantees of their preservation and access to the world's experience in their management. To date, our country has 21 cultural and 11 natural World Heritage sites.

In 1996, the Lake Baikal site was registered in UNESCO. Located in the southeast of Siberia and covering an area of 3.15 million hectares, this expanse of water is recognized as the oldest (25 million years) and deepest (about 1,700 m) on the planet. Owing to its old age and isolation, a unique, even by world standards, freshwater ecosystem has formed in it.

The postage stamp provides an image of the Dragon Rock on Lake Baikal; the margins of the souvenir sheet feature Baikal seals.
