March 2, four stamps dedicated to sports venues of the 29th Winter Universiade 2019 in Krasnoyarsk are to be put into circulation
The 29
th Winter Universiade 2019 is scheduled to be held between 2-12 March 2019. 73 medal sets will be competed for in 11 sports. The Universiade programme will include eight compulsory sports: alpine skiing, biathlon, cross-country skiing, ice hockey, short track speed skating, snowboarding, figure skating, curling. There will also be three optional sports in the programme: ski orienteering, freestyle and bandy. The postage stamps of 2018 feature the Bobrovy Log Fun Park; Platinum Arena Krasnoyarsk Sports and Entertainment Complex; Ivan Yarygin Sports Palace; Biathlon Academy Multi-Purpose Complex.
The postage stamps feature Krasnoyarsk sports venues and the 2019 Winter Univarsiade logo.
In addition to the postage stamps, JSC Marka is to produce FDCs and special cancellation postmarks for Moscow and Krasnoyarsk as well as a souvenir set in an illustrated cover with postage and poster stamps inside.

March 5, an envelope with a commemorative stamp dedicated to the 200th birth anniversary of Marius Petipa (1818–1910), ballet master, is to be put into circulation
Marius Ivanovich Petipa (1818–1910) was a French and Russian principal ballet dancer, pedagogue and choreographer.
In 1847 Petipa was invited by the Russian authorities to come to Saint Petersburg. He made his début on the stage of the Saint Petersburg Bolshoi (Stone) Theatre. Among his great performances were Lucien in
Paquita (1847), Diavolino in
Catarina, la Fille du Bandit, Faust in the eponymous ballet (1854), Conrad in
Le Corsaire (1858), the dual role of Lord Wilson/Ta-Hor in
The Pharaoh’s Daughter (1862).
Starting from 1862, Marius Petipa acted as a ballet master, and as the premier maître de ballet from 1869 till 1903. He staged over 60 his masterworks in Moscow and Saint Petersburg, including
The Sleeping Beauty, Swan Lake, Don Quixote, Le Talisman.

March 21, four postage stamps dedicated to lilac cultivars are to be put into cir-culation as part of the “Flora of Russia” series
Leonid Alexeyevich Kolesnikov (1893−1968) was an outstanding Soviet self-educated breeder; he created hundreds of lilac cultivars which got popular in the USSR and other countries. Lilac cultivation became his lifework. It was Leonid Kolesnikov who introduced the world to the “Russian lilac”. His lilac cultivars can be found in botanical gardens in many countries all over the world.
The postage stamps feature Leonid Kolesnikov’s lilac cultivars:
Hortensia, Nadezhda (Hope), Krasavitsa Moskvy (Beautyof Moscow) and Jambul.

Mikhail Artemyevich Kuznetsov (1918−1986) was a Soviet film and theatre actor, the winner of the Stalin Prize of the first degree, People’s Artist of the RSFSR.

March 20, a souvenir sheet commemorating the 140th anniversary of the Liberation of Bulgaria and the end of the Russo-Turkish War 1877–1878 is to be put into circulation in a joint postage stamp issue between the Russian Federation and the Republic of Bulgaria
Russo-Turkish war (1877–1878) was a conflict between the Russian Empire together with its Balkan allies on the one hand, and the Ottoman Empire on the other. As a result of the war, the Balkan nations were liberated from the Ottoman domination, Romania, Serbia and Montenegro became independent, and Bulgaria received broad powers of autonomy.
The Russo-Turkish War 1877–1878 brought glory to such outstanding heroes as Nikolai Grigoryevich Stoletov, Iosif Vladimirovich Gurko and Eduard Ivanovich Totleben.
The postage stamps depict Nikolai Stoletov, Iosif Gurko and Eduard Totleben, the illustrated margins of the souvenir sheet feature a map of Plevna surroundings.

Maxim Gorky (Alexei Maximovich Gorky, born Alexei Maximovich Peshkov) (1868–1936) was one the world’s most significant and renowned Russian writers and theorists. His most famous works were
Foma Gordeyev, The Mother, The Artamonov Business, Enemies, The Philistines, The Lower Depths, Summerfolk, Vassa Zheleznova, Life of Klim Samgin, etc.
The souvenir sheet depicts a portrait of Maxim Gorky (1940) by Nikolai Bogdanov-Belsky stored at A.M. Gorky Institute of the World Literature of the Russian Academy of Science.

Andrei Alekseyevich Popov (1918–1983) was a Soviet stage and film actor, theatre director and pedagogue. He was the winner of the Stalin Prize (1950) and a People’s Artist of the USSR (1965).

March 29, a postage stamp dedicated to the 100th anniversary of military commissariats in Russia is to be released into circulation
On 8 April 1918, county, district and governorate military commissariats were established by the Council of People’s Commissars Decree in Russia.
At present, military commissariats (
voyenkomaty) are one of the links to ensure national conscription. They have greatly contributed and are still crucial for maintaining strong defence capability at the national level.
The postage stamp depicts the emblem of the Main Organisation and Mobilisation Directorate of the General Staff of the Armed Forces of the Russian Federation.
